state is addressing the issue of human trafficking Legislators do listen to the ranking systems produced by organizations like the Polaris Project and Shared Hope I nternationa However from a researcher standpoint the message is not yet based in ev i dence Grading ranking should allocate points in ree core areas protection of human trafficking victims prosecution of human traffickers and prevention of human trafficking crimes A more mean i ngful ranking system would score on evidence based interventions and quality of implementa lion instead of just wether a law that sounds good was passed We must allocate more points to statutes/policies that have the greatest effect in addressing each of the core areas In order to do that we first need rigorous evaluation of the effectiveness of these statutes in achieving the core area outcome something that doesn exist at present but should be a priority for legislators It is important to note that this research component is absent from the Polaris Project ranking scheme States should absolutely be evaluating the efficacy of their interventions through rigorous non partisan quasi-experimental or experi mental evaluation JI on Human
